Introduction

Every local planning authority in England has to prepare a Local Plan with planning policies for its area including policies that allocate sites for development. The current local plan is the South Bucks District Local Plan (SBDLP), adopted in March 1999 and consolidated in February 2011. A new joint local plan is being prepared with Chiltern District Council and will be known as the Chiltern and South Bucks Local Plan.

It becomes a statutory document in the local development framework for the area and must be considered by SBDC when deciding planning applications. This provides a real opportunity to influence the way the parish develops in the years to come.

The Ivers Parish Council (TIPC) has started work on The Iver’s Neighbourhood Plan (“The Ivers Neighbourhood Plan” or “TINP”). When it comes into force the Neighbourhood Plan will be considered alongside the Local Plan in the determination of all planning applications within The Ivers Parish. (i.e.Iver, Iver Heath and Richings Park) The whole of the Parish has been designated as the Iver Neighbourhood Area; the area to be covered by the TINP. The Ivers Neighbourhood Plan must be in general conformity with the strategic objectives of the Local Plan, and must follow procedures under the Neighbourhood Planning (General) Regulations 2012 and the Localism Act 2011. Finally, before coming into force the Neighbourhood Plan must pass an examination and a referendum.

The SBDLP continues to have legal effect for the time being but is due to be replaced by a new local plan. Chiltern and South Bucks (C&SB) are working jointly on the Chiltern and South Bucks Local Plan (CSBLP).

The Ivers Parish Council has made representations on, and will continue to be engaged in the preparation of, the CSBLP whilst also working on the Neighbourhood Plan.

The Ivers Parish Council (TIPC) will be working with South Bucks District Council (SBDC) on The Ivers Neighbourhood Plan (TINP) whilst also making representations on the emerging CSBLP. The Ivers Parish Council will be conducting public consultations for the TINP to establish the views of residents on a range of issues. We will then produce a draft TINP for publication by SBDC, and after a further period of consultation, the TINP will be submitted for Examination and then a Referendum. Documents relating to the TINP will be available to view on the websites.

As well as preparing the Neighbourhood Plan, The Ivers Parish Council is a statutory consultee on all planning applications within the Parish of The Ivers.

Purpose of this Questionnaire

This questionnaire can be completed from a smartphone, tablet or computer at http://www.iverparishcouncil.gov.uk

You may answer all questions or just those you feel strongly about. All opinions matter so please complete as fully as possible. The space for answers will expand to fit your answer. Click ‘save’ at the bottom of the page to keep your answers and return to the questionnaire later. Click ‘continue’ to move to next page.

No decisions have yet been made about the priorities for the TINP or what it should include; that is the purpose of this questionnaire. We need you to tell us what you would include in the TINP and what the priorities should be. For guidance please consider that;

  • The TINP should contain planning policies on local development including design, open spaces and facilities. It can also reflect local opinion on large infrastructure proposals that affect The Ivers and may have some influence on the detail of infrastructure provision within the Parish.
  • This first consultation questionnaire seeks your views on the main themes and issues to be addressed in the TINP.
    There is information on tree protection and listed buildings at www.southbucks.gov.uk/planning.
  • The subject headings reflect the issues raised at a series of preliminary public meetings in November 2015 (the time elapsed since then is due to the area designation taking longer than expected and recent changes to the law). Neither the headings nor the questions have been arranged in any order of priority.
  • We also need you to let us know, in answer to the last question, if there is anything not covered by the questions below that the TINP should address.
